Following our install/diagnostics instructions by removing the actuator is the first step to determine if the gear has free movement.

However, remember that this will be tested at or near ambient temps, and the turbo VGT assembly operates at over 1000 degrees.

The hot temperatures will cause all the metal in the VGT assembly to expand and cause restrictions that may not be felt when testing.

The City Diesel actuator has amperage sensing and will park itself if too many amps are being used to try and move a gear that does not want to move.

The actuator will attempt to move again once the engine is turned off and restarted.

So, suppose a CD actuator is installed, and this scenario occurs.

In that case, it indicates that the turbo VGT assembly has restrictions, and the actuator is protecting itself from working itself to death trying to move a VGT assembly that does not want to move.
