If you have access to a scan tool, you could check and plot the APPS commanded position vs. the sensor voltage.,

I would be curious to see if the sensor 1 & 2 voltages stay low until you reach the 13% commanded position on the pedal.

Attached is a screenshot of my APPS reading at idle.

Is the truck tuned or stock?

I just got my new tunes from Ray, and the issue is fixed!

It was a tuning issue from a canned Smarty.
