Is the fuel rail pressure sensor ruled out on this?
No, we haven’t ruled out other possibilities.
We know you can’t achieve full power at this point, and the actual rail pressure doesn’t match the desired.
While other things can cause this, the FCA is the most likely and least expensive item to rule out.
Hopefully, others will agree or share their ideas as well.

The fuel filter wasn’t tightened all the way.
I was working on my ABS module and said damn, let me double-check the filter cap, bam.
FIXED!
