I don't know if there is a "best" one, but to do what you want and more, the AlfaOBD software would be a good choice and not too expensive.

Assuming you already have an Android device or a Windows laptop, the software and Bluetooth adapter will cost under $200.

If you want a bi-directional stand-alone scan tool, the Autel MS906BT is a good choice at just over $1000.

Hopefully, others will chime in with suggestions.
