I have the dreaded U010C code.
My gauges show that the turbo and exhaust brake is working.
I do not understand why I still have the code.
Wires at the plug on the actuator test out fine
Any other ideas?

What is the actual vs. desired reading for the actuator?
II 60HP STICKS, II 33% CP3, II S464 2ND GEN SWAP, FASS 165 TITANIUM SIGNATURE SERIES, AFE INTAKE HORN, S&B FILTER, 5" TURBO BACK, ALPHAREX HEAD LIGHTS, 38X13.5X20 RAZOR M/T, MOTO METAL RIMS, 6" LA LIFT KIT, COMPLET MM3 KIT, BUILT TRANSMISSION, 6 BOLT REDHEAD STEERING BOX, YUKON 4.56 GEARS W/ COVERS
Check the CAN Bus resistance on the harness side with the actuator disconnected.
It should be approximately 120 Ohms.
It could be your upstream NOx sensor is pulling down the network.
See the attached troubleshooting information on this code linked.

I don't know if you tested the wires or just visually inspected but here is our DIY actuator guide.
