Have a friend who is going to visit family in British Columbia, and they were wondering if its possible to pick up tuning parts while in Canada and fly back to the states with them?
They will still have to go through customs.

Tuning parts are shipped from Canada to the USA without issue.
I wouldn't think there would be any problem, but it's probably best to check.
@Lucky2209 works for US customs.

No, they shouldn't have any issues.
What could happen would be if the parts were made in China.
Then there might be a little duty to pay for them.
Other than that, if the parts are not entering as commercial or for a business, they'll be fine.
